Preheat the oven to 375 Degrees.
Brown the ground beef.
Cut potatoes and carrots.
Drain the grease and sauté the corn and carrots with the ground beef.
Line the bottom of a 9x13 pan with half of the potatoes.
Dot the potatoes with butter and sprinkle salt, pepper, garlic and onion powder.
Pour the beef and vegetable mixture over top of the potatoes. Using a spatula, spread evenly over the pan.
Arrange another layer of potatoes over the top of the beef and vegetable mixture.
Dot the potatoes with butter and sprinkle cheese on top of the casserole.
Pour your heavy whipping cream or beef brother on top.
Make at 375 degrees for 30-40 minutes or until the potatoes are soft.
